We found that many Americans, and Westerners in general, were ill-prepared to deal with the Chinese mindset, with local Chinese business customs, and with the Chinese society.

These savings, of course, might be used either for investment or consumption, depending on the future policies of the central government. We suspect, however, that much of these savings will be used to buy consumer products, making China's consumer markets highly attractive to foreign investors. This high savings level was based in part on the lack of consumer products available to the average Chinese consumer. From any point of view, the economic reforms begun in 1979 have and will create a much better life for most Chinese.

The primary problem in Chinese organizations is achieving inter-group coordination. This lack of cooperation is disruptive when members of different Chinese government divisions or departments need to work together. Divisions typically do not communicate well with each other, and each will try to maintain as much secrecy as possible. A common complaint of foreigners is the difficulty of getting officials from different departments to agree to support the same policy. Often, foreign businesspersons must separately convince officials in each department to accept a proposal.
